计费条件：支付账号中返点率是否大于 0

计费方式：统计对应周期里充值记录里对应支付账号的返点率大于 0 的记录，如果充值金额和实际到账金额不同，并且客户不是 vat则按照充值金额*返点率计算

计费节点：每月运行一次，按照计费方式的逻辑返还给客户
